It focuses on top-down because that’s where the power lies. That’s where the power to drive legislation lies. That’s where the power to stop harmful behavior lies. Imagine if government did what it was supposed to do and made it more convenient and less expensive to do the right thing. You can’t blame people for choosing convenience and less expensive products. The failure lies with corporate elites and billionaires who poisoned capitalism and democracy.
